Our Story


ARC Research & Consultancy was set up in 2014 with the purpose of servicing creation, practice, and production within the cultural and creative sectors.



We advocate for the development and sustainability of these sectors and continuously aim to facilitate connections with local, regional, national, and international entities. We do this through collaboration, participation in networks, policy research, and cultural initiatives. Our team brings a multitude of experience and knowledge of the cultural and creative sectors, having been involved in drafting the 2011 Cultural Policy and the 2020 ACM Strategy, working with the creation and implementation of the Malta Arts Fund, the bid for European Capital of Culture: Valletta 2018, and the setting up of ŻfinMalta and the ŻiguŻajg Season at Spazju Kreattiv - amongst other significant initiatives.


Based on the Mediterranean island of Malta, we are the local point of contact for EFFE - Europe for Festivals, Festivals for Europe - an initiative of the European Festivals Association co-financed by the European Union. We are also the Malta partner for the Medinea project - Mediterranean Incubator of Emerging Artists - which is coordinated by the Festival d’Aix en Provence and which consists of more than twenty cultural organisations operating in the music sector and engaged in dynamics of exchange and collaboration at an international level.

With over thirty years experience in the cultural sector as a musician, event producer, policy maker and CEO, Davinia has co-authored policies, led successful bids and is an appointed expert and advisor in international fora.

Mario Frendo

Director
As producer and administrator of cultural events, performer, and researcher for over thirty years, Mario has held artistic consultancy positions and published in renowned performance-related journals.

Elaine Falzon

Consultant
A cultural manager with more than seven years’ experience working in the creative sector, Elaine has managed funding programmes, devised strategies, and set up significant initiatives in the local sectors.

Stephanie Bonnici

Associate
A cultural manager and master of gantt charts, Stephanie is based in Rotterdam, bringing experience in international cultural cooperation and working at the intersection of dialogue, policy, arts festivals, and community engagement.
